A 22-year-old man is facing charges in connection with a fatal two-car collision in Silver Spring in 2022, Montgomery County police said in a Tuesday statement.

Kelvy Jose Jr., 22, of Kensington was arrested Friday and charged with criminally negligent manslaughter by vehicle, according to digital court records. His attorney information is not currently available online.

According to the police statement, officers and Montgomery County Fire and Rescue Service personnel responded after 9 a.m. on Oct. 12, 2022, to the intersection of Randolph Road and Hammonton Place in Silver Spring for a report of a collision.

Police allege Jose Jr., who was driving a 2007 Chevrolet Silverado, crossed into the eastbound lanes and struck head-on the 2006 Honda CRV driven by Ambar Aida Rivera Membreno, 29, of Silver Spring.

Rivera Membreno was pronounced dead at the scene, according to police.

Collision Reconstruction Unit detectives allege that Jose Jr. was driving with an expired learner’s permit and was distracted when he struck the victim.

He was released Monday on a $5,000 unsecured personal bond. His trial is scheduled to begin May 3, according to digital court records.
