Khalid Shakir Scriven, 27, of Gaithersburg, was identified Thursday by Montgomery County police as the pedestrian fatally struck Tuesday night by a car on Georgia Avenue in Silver Spring.

Scriven was struck in the 9500 block of Georgia Avenue near Flora Lane by a gray 2020 Honda CR-V traveling northbound, police said Thursday in a press release. The driver, whom police did not identify, remained at the scene.

The incident marks the first pedestrian death in the county this year. Last year, 15 pedestrians were killed in the county, according to Zero Deaths Maryland, which is part of the Maryland Department of Transportation’s Highway Safety Office.

According to police, officers and Montgomery County Fire and Rescue Service personnel responded at about 8:04 p.m. to Georgia Avenue at Flora Lane for a pedestrian collision. Scriven was pronounced dead at the scene, police said in a press release.

There were reports initially that a second vehicle struck Scriven, but police said that has been unfounded.

“During these types of investigations, detectives need time to uncover the facts, which is the reason why we could not confirm last night that another vehicle left the scene after striking the pedestrian,” police said in an email release.

Police said the crash investigation is ongoing and urge anyone with information to call Collision Reconstruction Unit detectives at 240-772-6620.

Montgomery County has its Vision Zero plan in place, which allocates resources to help eliminate serious injury and fatal collisions on county roads for vehicle occupants, pedestrians and bicyclists by the end of 2030.
